OVERVIEW
The Roads Division
We maintain, operate, and improve over 900 miles of roads in unincorporated Kitsap County.
This effort requires approximately 150 engineers, surveyors, planners, technicians, road workers and others who are dedicated to preserving and enhancing the County's transportation network in a safe and cost effective manner.
The Road Division is divided into sections: Engineering, Road Maintenance, Traffic Operations and Transportation Planning.
Each provides specialized services to County residents.
Together we manage the County's transportation network.
The ultimate goal of the Division's work is to develop, operate and maintain safe and efficient roadways that meet the public's expectations and respect the natural and manmade environment.
Position Overview Performs a variety of technical tasks associated with transportation planning and traffic engineering.
Duties and responsibilities include collecting and analyzing field data; enhancing, compiling, reporting, and maintaining information related to traffic characteristics; accident analysis; asset management; and road inventories used for the ongoing operational monitoring of the County roadway network to identify and to correct deficiencies.
Provides information used in the development of the six-year transportation improvement program and the long-range arterial improvement plan.
Work assignments are received with general direction with the expectation that the employee exercises initiative and judgment to independently carry out assignments according to established standards and policies.
Work is reviewed periodically for timely completion of assigned tasks and is evaluated through discussions, reports, and results obtained.
QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS Required Education and Experience Associates degree in engineering or related field AND two years of experience in related field such as traffic engineering, drafting, GIS, data collection OR Four years of experience in related field such as traffic engineering, drafting, GIS, data collection Any equivalent combination of experience and education that provides the applicant with the desired knowledge, skills and ability required to perform the work.
Preferred Education, Experience or Other Qualifications Experience with traffic data counting software Experience with AutoCAD, ArcGIS, Microsoft Office products (Access, Excel, and Word) Experience in compiling and maintaining road and traffic information systems.
Driving Requirements The successful incumbent must meet the driving requirements of this position and submit a copy a current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment.
The successful incumbent must obtain a valid Washington State Driver’s License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy.
This position is categorized as: Category 1: Driver operates County-owned vehicle.
Prior to employment, the successful candidate must: Submit official transcripts from an accredited college or university or business school, if education is being used to meet the minimum qualifications.

Performs manual traffic turning movement counts at designated intersections.
Develops and maintains average daily traffic volume data base for use by Public Works and other county departments.
Compiles and prepares traffic count information reports for the public, co-workers, and other departments.
Develops count strategies to capture traffic volumes and speeds as needed and requested by Traffic Engineers, the Sheriff and other requesters.
Performs routine maintenance and checks to verify completeness and accuracy of traffic county information maintained in GIS-MO database.
Maintains and downloads data from field located permanent count stations.
Performs other related duties and assists other departments as needed.
